In this database, you will find fully searchable versions of a set of publicly available constitutions written since 1789. For most of the constitutions, it provides the current version as well as previous ones, which allows comparing the evolution of the constitutional guarantee of the right to education.

Comparative Constitutions Project

This site allows you to access two main datasets. The first ‘Chronology of Constitutional Events’ contains information about constitutional events, for example, amendments and new constitutions. The second ‘Characteristics of National Constitutions’ contains comparative information on current constitutional characteristics. There are many variables of interest to right to education researchers, for example [EDUC]… ERICA fill this in later.

To access the datasets go to the “Data” page and click on "Download Available Data".  You will need to register to access the content (free of charge). Click on the dataset you wish to download and open the .zip file. You’ll find a codebook, a .dta file (for use in STATA) and a text file. The .dta file is very large and so we recommend that you open the text file using Excel. In Excel, you can then save the file in the format you wish (.csv, etc).

Toronto Initiative for Economic and Social Rights (TIESR) Dataset

The TIESR Dataset contains quantitative information on the constitutional status of economic and social rights in 136 countries. This dataset measures not only the presence or absence of economic and social rights in constitutions, including the right to education, but also their constitutional status – as either justiciable or aspirational. 

In Constitution Reports section, you can select the country you are interested in. We recommend looking at the following questions:

UNESCO International Institute for Educational Planning (IIEP) - Planipolis Database

Planipolis is a portal of education plans and policies from UNESCO Member States providing a single entry to documents from various official sources. The database includes:

UNESCO International Bureau on Education

The International Bureau of Education (IBE) is the UNESCO institute specializing in educational contents, methods and structures. Its country database includes:

  • Profiles of education systems, including laws and policies 

  • A selection of official reports made available by national education authorities.

  • Curricular Resources providing a range of information on national curricula.

  • Bibliographic Databases giving access to educational documentation made available by various sources.

  • Links to official information sources on education (including Ministries of Education).


 

Children’s Chances Database

The World Policy Analysis Centre has published a comparative data on law and public policies in 191 countries covering poverty, discrimination, education, health, child labour, child marriage and parental care. It covers issues as constitutional guarantees for primary, secondary and higher education, tuition free and compulsory education, teacher qualifications and expenditures as well as constitutional protection for equity and against discrimination. It is a very visual database.

Eurydice

The Eurydice Network provides information on and analyses of European education systems and policies. As from 2013 it consists of 40 national units based in all 36 countries participating in the EU's Lifelong Learning programme (EU Member States, Croatia, the former Yugoslav Republic of Macedonia, Iceland, Montenegro, Serbia, Turkey, Liechtenstein, Norway and Switzerland).

Eurypedia, the European Encyclopaedia on National Education Systems, present a comprehensive and accurate picture of education systems and reforms in Europe. By choosing a country from the interactive map, you will gain access to specific national education system information, either in English or in the language of the country. The information is provided by the Eurydice National Unit, working with the relevant education Ministry and national experts.

Eurydice also provides comparative thematic reports, key data series (statistics, data and indicators) and facts and figures.

European Agency for Development in Special Needs Education Country information Database

This database provides information on special needs education in European countries. It includes:

  • Contacts at the Ministry of Education and Special Education Needs and other useful contacts

  • Education legal system

  • Financing of education

  • Information on the implementation of special need education

  • Quality indicators for special need education and data


 

OECD Education Policy Outlook

Education Policy Outlook reviews the current context and situation of the country’s education system and examines its challenges and policy responses, according to six policy levers that support improvement:

  • Students: how to raise outcomes for all in terms of 1) equity and quality and 2) preparing students for the future

  • Institutions: How to raise quality through 3) school improvement and 4) evaluation and assessment

  • System: how the system is organised to deliver education policy in terms of 5) governance and 6) funding

 

For each country, you can access the whole country profile or a one-page summary “highlights”. OECD is developing this database, so you may not find the information on the country you are interested in.
