The disappearance of 43 students of the rural Teacher Education School (Rural Normal School) in September 2014 in Ayotzinapa has deeply touched the heart of Mexican people. It has awaken global solidarity, and has shaken Peña Nieto’s Government. The context in which this takes place is important: a context in which the right to education in rural areas has always been at risk, and a human rights crisis that has gripped in the country over the last decade.

On 12 June 2014, during the June Session of the Human Rights Council, the Portuguese Mission, together with Privatisation in Education Research Initiative (PERI) and the Global Initiative for Economic, Social and Cultural Rights (GI-ESCR), convened a side-event on privatisation and its impact on the right to education at Palais des Nations in Geneva.

The  report centres on the assessment of the educational attainments of students and the implementation of the right to education. The Special Rapporteur on the right to education underlines the importance of developing and applying national assessment systems which are in compliance with international human right norms, so that education meets the essential objectives assigned to it in human rights conventions.

The  report examines Senegal’s mixed record in addressing the problem in the year since a fire ripped through a Quranic boarding school in Dakar housed in a makeshift shack, killing eight boys. After the fire, President Macky Sall pledged to take immediate action to close schools where boys live in unsafe conditions or are exploited by teachers, who force them to beg and inflict severe punishment when the boys fail to return a set quota of money. While important legislation has advanced, authorities have taken little concrete action to end this abuse.
