On 16 October, the UN Committee on Economic, Social and Cultural Rights (CESCR) published its concluding observations on France, concerning its five periodic reports. As part of its assessment of France’s compliance with the International Covenant on Economic, social and cultural rights and related obligations, CESCR considered the right to higher education.

On 11 October 2023, the Africa Group at the United Nations tabled a proposal calling for a comprehensive UN tax convention. Now, over 200 organisations and trade unions, among them RTE, have sent a letter to governments calling for the adoption of the Africa Group’s resolution, and stressing that this issue should be treated as a matter of highest priority and urgency.

On 20 July 2023, the Early Childhood Care and Education (ECCE) Global Advocacy Group - an informal group of organisations working to advance ECCE rights - hosted a meeting with international experts to discuss the key components of early childhood care and education rights and the areas of ECCE that require a stronger footing in the international human rights framework.

In August, the United Nations Committee on the Rights of the Child (CRC) launched General Comment No. 26 (2023) on children’s rights and the environment, which focuses particularly on climate change. 

In April 2023, the UN Special Rapporteur on the human rights of migrants, Felipe Gonzalez Morales, published report A/HRC/53/26 entitled ‘How to expand and diversify regularization mechanisms and programmes to enhance the protection of the human rights of migrants'.

On 26 July 2023, the latest edition of the UNESCO Global Education Monitoring (GEM) Report, entitled ‘Technology in education: a tool on whose terms?’ was launched in Montevideo, Uruguay.
