This joint statement signed by RTE and 18 CSOs responds to a report published in September 2023 by the International Development Committee (IDC) of the UK House of Commons, entitled ‘Investment for development - The UK’s Strategy towards Development Finance Initiatives.

This report, jointly produced by Right to Education Initiative; La FAGE, Fédération des Associations Générales Etudiantes; and Global Students Forum, focuses on the right to higher education, questioning France’s compliance with its obligations regarding article 2.2 and article 13.2 (c) of the International Covenant on Economic Social and Cultural Rights (ICESCR).

In her 2022 Report on the impact of the digitalisation of education on the right to education, the United Nations Special Rapporteur on the right to education clarified that any introduction of digital technologies in education must be framed around the right of every person to public, free, quality education and the commitments of states in this regard both under international human rights law and Sustainable Development Goal 4.

The new 2023 GEM Report on Technology in education: A tool on whose terms? addresses the use of technology in education around the world through the lenses of relevance, equity, scalability and sustainability.

This written statement was submitted by GI-ESCR and RTE during the 53rd session of the Human Rights Council in Geneva. It was submitted in relation to the presentation of the report of the Special Rapporteur on the right to education: Securing the right to education: advances and critical challenges (A/HRC/53/27).

Resolution A/HRC/53/L.10 on the right to education was adopted during the 53rd ordinary session of the United Nations Human Rights Council, between 19 June and 14 July 2023. 

In her first report to the Human Rights Council, 25 years after the establishment of the mandate on the right to education, the Special Rapporteur reviews achievements, particularly on how the right to education is understood today and the obligations it entails, as well as contemporary and emerging issues that need to be considered to ensure the right to education for all, today and in the future.

The purpose of these Guidelines and Toolkit is to describe the different operational tools developed to help education stakeholders systematically collect and analyse the efforts put in place to ensure the right to education. These efforts should be central to every educational planning or programming document. The resulting analysis should also bring to light different and challenging policy gaps in education.

This brief was submitted to the UN Committee on Economic, Social and Cultural Rights prior to the 7th Review of the United Kingdom, responding to the pre-sessional Working Group submission. It was submitted in January 2023 and focuses on UK international development cooperation in the area of education. Another report was submitted in 2024 with updates and recommendations.
