This paper highlights key concluding observations adopted between September 2014 and November 2017 by the UN Committee on the Rights of the Child (CRC), the UN Committee on Economic, Social and Cultural Rights (CESCR), the UN Committee on the Elimination of all forms of Discrimination Against Women (CEDAW) and the African Commission on Human and Peoples' Rights (ACHPR) regarding the role of private actors in education in Ghana, Chile, Morocco, Uganda, Kenya, Philippines and Brazil.

The objectives of this study are to:

• •understand why boys have been underperforming in education over the past few years
• analyse factors (including economic, societal, and cultural) that are causing the trend of poor performance and low survival rates at higher levels of education
• •describe current policies and interventions in place to address the issue

Based upon Plan International's dataset of 1.4 million sponsored children, the report compares sponsored children with a disability to those without, from 30 countries worldwide. The report, produced in collaboration with London School of Hygiene & Tropical Medicine, reveals that children with disabilities in developing countries are being held back from an education. The findings will help Plan International - and other researchers and organisations - to improve responses to the needs of children with disabilities, particularly their health and education.

The Committee on Economic, Social and Cultural Rights considered the combined fifth and sixth periodic report of the Philippines on the implementation of the International Covenant on Economic, Social and Cultural Rights (E/C.12/PHL/5-6) at its 65^th and 66^th meetings (E/C.12/2016/SR.65 and 66) held on 28 and 29 September 2016, and adopted the following concluding observations at its 79^th meeting, held on 7 October 2016.

This report shows that the Philippines is neglecting its obligation to guarantee free public education for all. Since 2009 the government’s allocation of funds to private school chains has increased to more than PHP 31 Billion, nearly $700 million USD, which Riep points out could have paid for 60 thousand more classrooms and accommodated roughly 3 million students.

Published in 2015, this document is the second of a series of thematic mappings on the implementation of the right to education, following a first edition on Girls’ and Women’s Right to Education. It presents concrete measures adopted by countries to ensure the full enjoyment of the right to education for persons with disabilities.
