This paper highlights key concluding observations adopted between September 2014 and November 2017 by the UN Committee on the Rights of the Child (CRC), the UN Committee on Economic, Social and Cultural Rights (CESCR), the UN Committee on the Elimination of all forms of Discrimination Against Women (CEDAW) and the African Commission on Human and Peoples' Rights (ACHPR) regarding the role of private actors in education in Ghana, Chile, Morocco, Uganda, Kenya, Philippines and Brazil.

Parallel Report submitted by the Ghana National Education Campaign Coalition and the Global Initiative for Economic, Social and Cultural Rights, with the support of the Africa Network Campaign on Education For All, the Privatisation in Education Research Initiative, the Right to Education Project, the Global Campaign for Education and Education International to to the Committee on Elimination of Discrimination Against Women on the occasion of the consideration of the List of Issues related to the Periodic Reports of Ghana.

This document lists and details the observations and recommendations of UN human rights treaty bodies on the role of private actors in education. 

This paper highlights key concluding observations adopted between 2014 and 2016 by the UN Committee on the Rights of the Child (CRC), the UN Committee on Economic, Social and Cultural Rights (CESCR), and the UN Committee on the Elimination of all forms of Discrimination Against Women (CEDAW) regarding the role of private actors in education in Brazil, Chile, Ghana, Haiti, Kenya, Morocco, Uganda and Zimbabwe.

Women’s lives are impacted by a myriad of issues such as the frequent lack of basic services; inequality; lack of accountability of States, corporations and other global actors; discriminatory cultural stereotypes, beliefs and the impact of harmful practices; religious fundamentalisms and development agendas which exclude consideration of the rights and experiences of women and differences between women.

On 7 July 2014, the UN Committee on the Elimination of Discrimination against Women (CEDAW) held a General Discussion on the Right to Education for Girls and Women, the aim of which is to commence the Committee’s process of elaborating a “General Recommendation on girls’/women’s right to education.”

This booklet articulates what it means to take an explicitly rights-based approach to government budgets and draws on the lessons of Gender Budget Initiative experiences around the world. It links govern­ments’ commitments under CEDAW with the four main dimen­sions of budgets: revenue, expenditure, macroeconomics of the budget, and budget decision-making processes. It shows links between the share of educational expenditure and the realisation of girls’ right to education.
